Telmail makes indeed sense.
The price for Google Apps is per user.
The limited Google Apps (only 30 GB storage) and the unlimited Telmail have the same price for 24 users.
For more than 24 users, Telmail with its fixed price is even cheaper.
And if you compare the unlimited Google package (with the double price), Telmail is worth to consider from at least 12 users or more.
Nothing is wrong with this offer, since Telmail is created for businesses (not for individuals).
But of course, Telmail has good value only for bigger companies; small businesses have cheaper options.

The price for an unknown product like TelMail is still not realistic. Large businesses are able to negotiate cheaper prices with the sales team of Google Apps.
