    I found few domains which seem are registered but Whois says that they are free. One such example is Riga_tel.

    Dynadot (and name_com) says it is registered:
    https://www.dynadot.com/domain/search.html?domain=riga.tel&search=

    But whois at Dynadot says that: "Not found: riga.tel":

    Telnic's site also shows it as a free one: http://www.telnic.org/search-results?domain=riga.tel&isavailable=true

    What is with these domains?

    The domain is currently not registered, but can't be registered at any registrar either.

    The reason could be that Telnic has blocked premium domains after dropping from registering again.

    That seems to be the logical explanation.
    Probably Telnic is searching for new possibilities of earning money, e.g. by reselling dropped domains.

    That's very good: valuable domain names get prevented from purchasing again.
    This way nothing wrong can happen with them.
    It's better that they are not accessible than someone could potentially develop them!
    Customers should rather buy trash domains.

    It is interesting. From the very beginning Kash owned Amber_tel. And I every year looked will he renew it or not for the next year. The ownership of that domain was a marker for me of how serious Kash looks to TEL perspectives.

    This year it was not renewed and was dropped. Later it was taken by one forum member.
