I see some differences to other domain extensions:
- An optional website template from Telnames to publish a virtual business card without additional costs
- A free app to update this website
- The possibility to store contact information inside of the DNS (without use case so far)
- A domain forum dedicated only to this TLD: http://www.tel.community
- A big number of available premium domains for cheap prices
- Big interest in China in the early days of .tel

I see one big difference of .tel to other top level domains:
