Nothing has come from Telnic as far as I know.

IMO 2016 is when things will happen regarding Telnic - but not before to any significant degree (I would be pleased to be proved wrong on this).

Isn't that crazy? Instead of pushing the product development forward Telnic is waiting for the end!?

Perhaps Telnic lost the motivation during the years waiting for approval.
Remember Telnic applied in October 2000 at ICANN and had to wait 9 years before .tel went live in 2009:

But then Telnic went to sleep and as a result the sales collapsed.
