well I guess there is no "permit" or license required , only money ;+)
I was just mentionning positively to you that depending on your case, you may be able still to find other partners or investors, different from Registrars or from Telnic/Telnames duality, that could be reasonnably interested by your vision of a new services pack offering if it makes business sense (added value for Joe Public or who ever )
