I clicked the link you quoted www.name.com/services/premiumteldomains and took a couple of examples - TourGuide.tel & Suspicious.tel - both listed at $284.05
I then did a search on them - see
https://www.name.com/domain/search/#tourguide.tel and
https://www.name.com/domain/search/#suspicious.tel
and both were shown as "Premium" domains at $299.00
Whilst there is an odd price discrepancy of a few dollars, since when has a price of $284.05 or $299.00 equated to FREE ?

Name.com didn't renew any of their .tel domains. (Several are already in the dropping cycle.) You can buy them now for $284.05; or you can wait a few weeks and register them for $10.99. (With FREE I meant they will be available for the costs of a normal registration soon.)
