An interesting document - Telnic's 10 Year Registry Agreement with ICANN dated 30 May 2006
Note the details in ARTICLE IV Term of Agreement and also ARTICLE VI Termination Provisions.
In ARTICLE VII Special Provisions under Section VII.1Registry Operator-Registrar Agreement ICANN state:
IF ICANN were convinced by a complaint that Telnic's 100% subsidiary company Telnames is operating as a "de-facto" Registrar (although technically a Reseller) would ICANN consider this agreement to have been breached by Telnic Ltd in their decision to sell .tels direct to the end user via Telnames Ltd ?

Such nondiscriminatory access shall include without limitation the following:
(a)Access to Registry Services. (ii)Registry Operator has made the current version of the registrar toolkit software accessible to all registrars and has made any updates available to all registrars on the same schedule;
(b) Registry Operator Shall Not Act as Own Registrar. Registry Operator shall not act as a registrar with respect to the TLD. This shall not preclude Registry Operator from registering names within the TLD to itself through a request made to an ICANN-accredited registrar.
(c)Restrictions on Acquisition of Ownership or Controlling Interest in Registrar. Registry Operator shall not acquire, directly or indirectly, control of, or a greater than fifteen percent ownership interest in, any ICANN-accredited registrar without ICANN's prior written approval, which approval shall not be unreasonably withheld.

It's impossible to have doubts about the breach of the ICANN agreement by Telnic.
ICANN is just to lazy to act against Telnic. Because who cares about Telnic and its meaningless TLD?
