Interesting table - Key-Systems GmbH are the registrar who handle the domain registrations for the Telnames single-page template (see http://www.easywhois.com/?domain=sherifflodge.tel).
This is significant, because with 13739 total .tel registrations at Key-Systems GmbH, of which 1462 are for Telnames (according to http://www.dottel.net), there are 12277 Telnic subdomain-style .tels also registered with them.
So Key-Systems GmbH shows that a single registrar can easily handle both Telnames single-page .tels and Telnic subdomain-style .tels - it's just a matter of the nameservers they allocate to the .tel registration.
So why can't other registrars offer both types of .tel as well like Key-Systems GmbH currently do ?

With like name having 21727 domains, shouldn't they be giving out survey's to determine what market they hold? I've yet to receive an email asking how I use my .tel
..
If they pull out the flag whois settings aka by the numbers of individuals vs business registrants then they could at least get an idea of what market they hold and what kind of survey to send out, perhaps even 2! and pool ideas but again it's all lethargy on their behalf or based on the only effort I've seen extended to price not features I'd bet on running it as cheap as possible.

So I'm guessing name will focus on price and bare bones features to be able to sustain that.

Also did you know name.com provides forwarding email addresses for .tels also for free? I didn't until a while back as it's hidden in a way that I didn't notice it (bad ui) so they could have at least sent out an email to engage with their customers to instruct them how to setup their free email forwarder.

But In the end I went to Google apps which is also hidden, you only get the free version if you look at the price page, everything else is pushing you to the payment trial to give the impression it's not free beyond it, but at least that's a full featured email inbox and not a forwarder.

And the answer to your question of "So why can't other registrars offer both types of .tel as well like Key-Systems GmbH currently do ?" because either they can't be bothered aka they don't have any imagination and as semi-large registrar businesses go they'd rather sell, sell, sell than develop a product themselves (aka they only host it's not developed by them? it's like every other company who provides a dns/hosting, what someone does with it is up to them) or it comes down to price as it costs a small fortune to fire up each and every private proxy thus unless you have a good market share of more than a niche customer it's not worth it for them.

If .tel grows eventually it will be worth it as 19million is more than a niche customer and at 1million it might be profitable to run two proxies one for businesses who need more protections on data and one for individuals who need more upfront ego enhancement
..

The registrar would then do exactly as Key-Systems GmbH have done with every Telnames-style .tel - set the nameservers to NS1/2/3.TELNAMES.DNS.NIC.TEL.
This would then route the user to the Telnames nameservers exactly as the current Telnames registered .tels are routed.
Simple - just needs an agreement with Telnames Ltd. - who would provide the CTH and Control Panel.
If the registrar still wanted to sell the old Telnic subdomain-style .tel as well a question would be asked at registration time as to which style you want.
All it needs is for Telnames Ltd. to agree a deal with registrars and the rest is easy !
