Why can't I register some .tel domains?

I tried to register some NNNN.tel and keyword domains..As per whois records, nobody registered the domains but got message "already taken the name" at the time of registration..

examples: 2238.tel, stockmarket.tel...etc.

Also the same situation is with florence, riga, palma, etc.

My opinion is that somebody from Telnic does this. Because I cannot imagine that somebody who is not from registry could manipulate with Whois for TEL-domains.
