Because, you cannot make websites on .tel platform.
.tel is meant to be only for "single point of contacts".
You cannot bastardize the .tel platform, no matter what you try to do.
.tel has its own restrictions, as it is now.
Otherwise, Telnames themselves would have made their mobile site on a .tel platform.
Original .tel was meant to be for people to remember "single point of contacts" by a .tel name. Especially for the people who don't want to remember telephone numbers.
Then the registry started changing the original concept by introducing mobile websites under new company Telnames. And, surprisingly, introduced all numeric .tel domains.
So, the .tel platform has been bastardized twice by the .tel registry itself. You need to wait and see how it is going to be bastardized for the Third time (if any time left).
Best advice is to try some other TLD if you are interested in making websites (desktop/mobile). There are plenty of new gTLD's (opportunities unlimited).
Best of Luck!
