Telnic doesn't have a good brand strategy in place if one of their main brands leads to a site with this header:

I'm not so sure: in March 2017 all Telnic customers will get the failed Telnames template by default!

I doubt https://twitter.com/tel_names was stolen from Telnames Ltd.
Telnic/Telnames probably just closed it (as you can do with any Twitter account) once they felt they had no further use for it - given the message they placed at http://Telnames.com - and Abigail Milton just picked it up as a recently closed Twitter site with already existing free traffic.
Much like they let the http://YourBusiness.tel key promo domain drop which was used for a Telnames one-page example business site - it was subsequently picked up by a .Tel user.
Telnic/Telnames could regret letting this domain drop and now be under someone else's control - look at the home page http://Telnic.org and note the URL of the .Tel domain featured on the iPhone pictured !

Since all previous tweets from Telnames are still visible at their Twitter account, it's very probable that the account was hacked.
Twitter wouldn't let the old data active if the account gets transferred regularly to another user.
But Telnic doesn't care, because they don't want to use the account anymore.
